PayPal World Is Rolling Out: Can You Really Send Money From Venmo to UPI, WeChat Pay and Mercado Pago Yet?

PayPal World made a splash when it was announced in July 2025: one platform promising to link PayPal, Venmo, India’s UPI, China’s Weixin Pay (WeChat Pay) and Latin America’s Mercado Pago — roughly two billion wallets — so people could pay across borders using the app they already have at home. More than a year later, the question most WalletWisp readers are asking is simpler: Can I actually open Venmo or PayPal today and shoot money to someone’s UPI, WeChat Pay or Mercado Pago wallet — and what does it cost?

The honest answer in late 2026 is “partly.” Here’s exactly what’s live, what isn’t, and the fees you’ll pay.

What PayPal World actually is

PayPal World is an interoperability network, not a new app. Its job is to let separate payment systems “talk” to each other so a payment started in one wallet can land in another — even if the recipient has never heard of PayPal. The launch partners are PayPal (global), Venmo (U.S.), NPCI International for UPI (India), Tenpay Global for Weixin/WeChat Pay (China) and Mercado Pago (Latin America).

The vision covers three things: sending money to friends and family, shopping with overseas merchants (for example, scanning a Weixin Pay QR code in China with your PayPal app), and eventually payments made by AI shopping agents. But those pieces are switching on one at a time, not all at once.

So can you send money to UPI, WeChat Pay and Mercado Pago users right now?

Not directly, as a peer-to-peer “send” — at least not yet for U.S. consumers. The part of PayPal World that is fully live and in your hands is Venmo-to-PayPal international transfers, which launched on March 23, 2026. From the Venmo app you can now send money to PayPal users in more than 90 markets, and the recipient only needs a PayPal account in good standing — not Venmo.

The deeper wallet-to-wallet connections — firing money straight into a UPI ID, a Weixin Pay wallet or a Mercado Pago balance — are the interoperability “plumbing” still being built out and are rolling out gradually, with Mercado Pago’s terms having started as a memorandum of understanding. For now, treat those as “coming,” and treat the Venmo↔PayPal corridor as the real, usable feature.

Partner Region Status for U.S. senders (late 2026)
PayPal Global (90+ markets) ✅ Live — receive from Venmo/PayPal
Venmo United States ✅ Live — send internationally to PayPal users
UPI (NPCI) India ⏳ Rolling out via PayPal World
Weixin / WeChat Pay China ⏳ Rolling out (shopping-focused first)
Mercado Pago Latin America ⏳ Rolling out

What it costs

When PayPal switched on Venmo’s international sends, it ran a promotion that waived the international transaction fee — but that promo ended on August 24, 2026. So as of now you pay the standard pricing. Venmo always shows the full cost, including the exchange rate, before you hit send.

Cost component Amount
International transaction fee (funded by balance, bank or debit) 5% — minimum $0.99, maximum $4.99
Credit-card funding surcharge +3% of the amount
Currency conversion spread Up to 4%, built into the exchange rate
Domestic Venmo ↔ U.S. PayPal (balance/bank/debit) $0

The $4.99 cap is the headline detail: because the percentage fee maxes out at $4.99, larger transfers are proportionally cheap. The cost you really need to watch is the currency-conversion spread of up to 4%, since that scales with the full amount.

Worked example: $200 to a PayPal user in Mexico

  • International transaction fee: 5% of $200 = $10, but capped at $4.99.
  • Currency conversion: up to 4% baked into the rate ≈ $8.
  • Funding: from your Venmo balance or linked bank (using a credit card would add another $6).
  • All-in cost: roughly $13 on a $200 send, and your recipient receives the balance in pesos.

On a smaller $50 transfer you’d pay about $2.50 (5%) plus roughly $2 in conversion — around $4.50 total.

How to send money from Venmo to a PayPal user abroad

  1. Make sure your Venmo profile has a verified address on file (required for international sends).
  2. Tap Pay/Request and search the recipient by the full phone number tied to their PayPal account.
  3. Enter the amount in U.S. dollars; Venmo shows the converted amount in the recipient’s currency (you can choose from around 25 currencies).
  4. Review the exchange rate and fees shown on screen, add a note, and confirm.
  5. The money typically arrives in seconds, and the recipient sees who sent it, the amount and the note.

Frequently Asked Questions

Can I send money straight to someone’s UPI or WeChat Pay wallet from Venmo today?

Not as a direct consumer peer-to-peer transfer yet. The live corridor is Venmo (or PayPal) to PayPal users in 90+ markets. The UPI, Weixin/WeChat Pay and Mercado Pago connections are part of PayPal World’s broader rollout and are arriving in stages, with shopping use cases generally leading the way. Check the Venmo and PayPal apps for the latest availability before assuming a corridor is open.

Does the recipient need Venmo or a PayPal account?

For the current Venmo international feature, the recipient needs a PayPal account in good standing — they do not need Venmo. You search for them using the phone number linked to their PayPal.

Is sending money internationally still free on Venmo?

No. The introductory promotion that waived the international transaction fee ended on August 24, 2026. You now pay the standard 5% fee (min $0.99, max $4.99) plus a currency conversion spread of up to 4%. Domestic Venmo-to-PayPal transfers inside the U.S. funded by balance, bank or debit remain free.

Is PayPal World cheaper than a dedicated money-transfer service?

It depends on the amount. The $4.99 fee cap makes large transfers competitive, but the up-to-4% conversion spread can be higher than specialist remittance apps that advertise mid-market rates. For a one-off send to a friend who already uses PayPal, it’s convenient; for regular, large remittances, compare the all-in cost Venmo quotes you against a service like Wise or Remitly before sending.

The bottom line

PayPal World is real and expanding, but in late 2026 the usable piece for Americans is the Venmo-to-PayPal link reaching 90+ markets — not yet a direct “tap to send to a UPI or WeChat Pay wallet” button. Expect those connections to keep switching on. In the meantime, always read the fee and exchange-rate summary Venmo shows you before confirming, and compare it against a dedicated transfer app for anything large.
